I believe your oregon drivers license manual doesn't say you can have a dog, pet, or child on your lap while you drive. She deserves a ticket. How hard is it to strap the dog to a childs seat in the backseat with the window down for fresh air? Maybe I should call 911 and follow the person with a dog in the front seat the next time for me to give them a ticket. The Northwest is too civilized for this, but in California on the freeway you see a girlfriend or date doing her business down on the male driver's lap while he drives.
Tear her license into tiny little pieces. Her refusal to even accept that she has thoughtlessly endangered lives by her moronic behavior makes her no better than a drunk driver.
I've had that here in Oregon. It was fun till the flashing lights went on behind me. I pulled over but the cop just kept driving, he was not pulling me over, just on a call. But you guys know what being startled can do the member, I was done for a bit. Never did it again while driving.
