Tobacco companies used to market towards kids, tho smoking wasn't legal until 18 (now 21 I think). So it's possible that beer companies were trying to get kids interested. However, this is a massive stretch to make the connection between her and beer companies targeting kids. But Traitor Cruz is always full of shit, so nothing surprises me.
In Mexico it is 18 years old but it is acceptable for parents to introduce their kids to it before as a "responsible" introduction. Being from Cancun, it is easy to understand how Ted Cruz made this mistake.
