Yep, that's the advice I would give him. Rio doesn't 'feel" like a big city and it really doesn't seems dangerous, so maybe people think they can go anywhere they want, but they need to stay at the tourist areas. During big events, they use massive police enforcements in the city and everything usually runs smoothly.
I'm not so sure about it, I guess I have a knack for languages and accents. To be fair, I also had some great english teachers in my childhood and the influence of the american pop culture (movies, games and internet) helped quite a bit too. But don't be fooled by my apparent english knowledge, sometimes I struggle to write easy sentences and have to spell-check a good number of words. More often than not I see myself deleting a post or a thread because I just can't find the right words to describe what I am trying to express.
