    it seems to be and it has generally had the support of groups like the Sierra Club and Nature Consevancy

    the one concern I've seen is that the bill's language is pretty vague about the definition of "deferred maintenance". That might be a bit of paranoia but the argument I saw was that logging and clear cuts might be stretch into being considered deferred maintenance
