1) We're competing with Miami for the few decent players available around the league. 2) We have to waive a player as part of the deal. 3) The deadline to complete negotiations and formalize the trade is only 19 days from now. 4) Many of those days are when other GMs are gone for the holidays. 5) The list of $3.4M players available on such short notice is very short itself. Don't be surprised if we use only a third of the $3.4M.
