    Click on the team column, and you see that Kaniel Dickens and Geno Carlisle were Blazer rookies the same year as Outlaw (Dickens) or the next year (Carlisle), and had higher PERs despite fewer minutes.

    So, sorry PapaG. In 2003-2005, Outlaw was only the 3rd best Blazer rookie who played at most 19 minutes and had a PER of at least 16.4.

    Among all the 2003-2005 Blazer rookies who played at most 19 minutes and had a PER of at least 16.4, Outlaw was in last place. He does not deserve the trophy with which PapaG crowns him in this thread.
