VPN adds a remote computer to a LAN as if it were on the Ethernet with all the rest. Once VPN in, the remote user can use Remote Desktop to see and control your system. IT guy would only allow Remote Desktop from ON the LAN, not outside. For security purposes. Like I said, the data is encrypted end to end. The remote system appears on the LAN as if it were plugged in, as if in the cubicle next door. You might use some chat like service that isn’t behind the firewall and doesn’t require a VPN. I assume that’s how the guy said “I’m going to VPN in and control your computer.” If you want to read more, google openvpn
