If you come to Portland, or any city, armed and posting hatred for the opposing party on social media in hopes of intimidating it's citizens, you are clearly not peaceful. He may have been a human. But his own hypocrisy got him killed. Don't come to town armed and looking for a fight and you won't get one.
The chief of police still answers to the commissioner, who is in fact the mayor (in Portland). I would agree that the police should not be led by an elected official, but an independent appointee--perhaps even one ratified by the city council (similar to how federal cabinet appointees need be confirmed by the Senate).
Everybody knows the chief answers to the commissioner and I've known that the mayor has overseen that job since shortly after commissioner Ivancie oversaw the police decades ago. However, I see the commissioner's job and the chief's job as overlapping and that's what I was really talking about. I think an elected chief of police would fulfill what you were getting at. Of course, that's in a ideal world. Urban politics is not my bailiwick so I'm gonna let the professionals make the recommendations and let people like me choose from competing recommendations
