is it the often-repeated right-wing context that the lives of elderly are less valuable and somehow, worth sacrificing to save the economy? In other words, the pandemic isn't as bad as it seems because mostly old people are dying.

or is it the more basic context that vulnerable people become even more vulnerable when the federal government fucks up the response to a major public health crisis?
