Brown was still married. He appointed a romantic interest to positions of power. That's enough to raise ethical issues and call the ho a ho. They broke up the year after she got her position of power btw.
Nearly everyone who is separated from their spouse dates other people. As for appointing her, well, that's his job isn't it? Where's the proof that it was strictly a shady appointment? Did you know he advanced Nancy Pelosi's career?
