I haven't been exposed to a state that has all 3 taxes, but I know here in Texas we don't have an income tax, and I bring home a lot more money. I'm not sure how that helps or hurts the state though. Our property taxes are high here (5-6k a year) so that would be about the same. Toll roads is another way for a city to make some quality income. In Houston, there are a couple of them, and I heard they earn about 1 million oer day. Portland's wouldn't be near that much, but if it brought in 50k a day, it would be huge. It's one of those taxes that you don't really feel the pain of because it's only like a quarter or two each way. In Oregon you could probably sharge a quarter per trip to downtown, and still make enough to fund several school programs. Then again, you could also do that by letting the Indians build a cassino in the city of Portland. I have also been a big proponent of legalizing gambling in some of the coastal, or central Oregon areas and allowing some cassinos to build there. Multiple jobs, and taxes from those would be tremendous.
