Yes and Yes. Heat wouldn't accept losing him for nothing. Although they could call his bluff as they know LeBron won't settle for MLE.

The offer doesn't even necessarily matter because, like you said, he has the power to leave. The Cavs got jack shit when he left Cleveland. Sending the Heat someone like Batum and Wes would be much more than Cleveland ever got. The Heat wouldn't even be that bad off because they could re-sign Wade and Bosh and still have a decent core.
