That's not what teams are looking for for stars. Multiple picks+prospects. That has 10x more value than simply clearing salary.

Yes, we're looking for stars. And other teams who have stars would need to receive something of commensurate value in order to be willing to part with those stars. And what @BonesJones is saying is that expiring contracts don't rise to the level of commensurate value; any deal for an impact player (even if not a "star") would require us to be sending out picks/prospects, not just expirings/cap space. And that's even more the case this year than any other, as more than half of the free agent signings this summer have been one-year deals, so expiring contracts will be in abundance this coming trade deadline. Also, should be noted that we only have one significant expiring contract (Aminu)--every other Blazer contract of any size goes through 2020 at least.
of course trades including salary dumps would be two way deals....players who are unhappy with their team often get moved...or teams unhappy with the player...D Howard got traded for Mozgov......these things occur...at any point...these are players we would benefit from moving in deadline deals...sure there's competition....and possibility that said players raise their value early in the season
I will say I'm not a cap expert or deal wizard when it comes to GMs moves....seems dumping the Meyers and Turner contracts could be done which addresses somethings people seem to complain about...at this point in the west, they can just play out their contracts and become free agents...you guys follow the trade machines and realgm stats all the time...I really don't nor have much interest in the business side of basketball...just addressing addition by subtraction when it comes to guys everyone says are overpaid.
