This bill should be implemented by the city of Portland not the State where it will be increasingly difficult to deal with as time progresses. This bill is a prime example of what the hell is wrong with Oregon version of representative government. It allows the tyranny of the majority located in Portland to screw up the entire state without regard to the well being beyond your fucking urban growth boundary. The Senate should be representatives from each county, two each instead of gerrymandered by population boundaries. I could go into what fools I think those that want to fight climate change with more taxes are but I won't. Those people work on a belief system rather than facts and logic. No point in it.
If it truly makes no difference in behavior, i.e. people keep driving petro-burning vehicles the same amount in 2050 as they do now, then the difference it will make is that we'll have a lot more money for badly needed road repairs.
