They know they'll get paid for all that time off, so it's a gift really. Meantime they can get an emergency loan from their Thrift Savings Plan at 1% interest (which pays back into their account, which gets matching funds from the government). They are more likely to have unshakeable views, regardless of party, and are either for or against building a wall no matter how long the Schumer-shutdown drags on.
