I've had that rate for three years. All you do is say you're switching to Qwest. Once I actually had to switch for a month, but they came knocking on my door soon thereafter.
Qwest are a major ISP for a lot of customers here at Sun. We always have to call them up to test circuits and they are the biggest bunch of douchebags.

Yeah, I've heard bad things about Australian internet. New Zealand is also pretty awful -- My dad's family always have trouble calling us via Skype.
