You’ve literally listed 4 of the bluest Democratic bastions that there are, leaving out Chicago (which I’ve avoided) and DC (which I can attest to, though nowhere near as rampant as Seattle or Portland). Tampa doesn’t have a large homeless problem, even for being pretty blue/red split. Albany NY didn’t. Wilmington, NC doesn’t.
The explosion with tents in Portland, Seattle and other big cities started in concert in occupy wall street. Many that find there now were there during the protest. Its a way of life they've chosen when there are other viable options to pursue. People make choices everyday about whats important to them or not important to them.

How can you crack down on these folks without playing bad guy to some tragic souls many of whom are mentally ill plus playing fire with some Constitutional rights?

Yeah, I remember that conversation. The homeless problem was worsening when I lived there on the east side. It is sad, disturbing, and no real long-term solution is in sight. Good luck to the mayor and the rest of the housing officials.
