A. His ego did not permit what FDR did for this country in a horrible depression. B. It seems his insecurity with "The Trump Image" is more important than his position as President.
I agree this may be a violation of the Hatch Act. The news outlets muted Carson's words. While Carson might be a Trump supporter, he cannot be part of his campaign. There are plenty of ways to make campaign speeches without calling it a campaign event. But this was a campaign event.
