I am not sure the size of the market is as important as the fact LA is home. If Pop did not piss him off he would still want to be a Spur. But either way it might be hard to resign him. Seem like everyone around him wants him in LA too.
Kawhi would be so perfect here it's ridiculous. He wouldn't have to be the man. Dame is extremely easy to work with. Now if we could only get PG13 or LeBron to sign here, we'd be golden.

As yuyuza says below, this isn't an actual trade rumor. Just some random blogger's idea of a way to make the Pacers better. But, to answer your question, after July 1 the Pacers have a bunch of players fall off of their cap and could likely absorb the excess salary into their cap room.

You took a fan's blog article coming up with possible trade ideas for CJ and presented that as a rumor that the team actually offered. WTF. It's not even an unsubstantiated rumor-- it's a fan article speculating that CJ would be a good fit on the Pacers. Sauces close to me are reporting that the Clippers are the leader in the clubhouse in the Kawhi sweepstakes, offering DeAndre Jordan, Tobias Harris, Milos Teodosic, the rights to Jerome Robinson, and two undisclosed first round picks in exchange for Kawhi Leonard, Pau Gasol, and Danny Green.
That's a horrible trade for San Antonio frankly. Harris/LMA/Jordan is not a contender. And those picks won't be shit if the Clips get LeBron or PG13.
