The Clippers are what I thought of. I not for anything else, I just would hate to have Donald Sterling as a boss. And with the roster they have, it'd just require a major overhaul. Also the fact that they play second banana to the Lakers doesn't help either
Right now it would have to be the Pacers. They are considerably over the cap. They are good enough to be in playoff contention but bad enough that no one takes them seriously. Their two highest paid players at this point are untradeable (O'Neal and Tinsley) and the players that they are building around are really best suited as third options on a good team (Granger and Dunleavy). They have erratic point guard play and no inside scoring threats. Plus no one comes to the games because of the off court issues that the team has. No real positive to take from this team other than the fact that J.O's contract comes off of the books in two years -- but even then no serviceable FA's ever want to come to the Pacers. And with all that said my favorite player in the league played for them last year. Bad situation that isn't getting better any time soon.
I myself would hate to be the Spurs or Pistons GM. the only 2 teams that consistinly are in the Confrence finals.
