As far as what is relative and proportional, they've been trying to do studies for index finger to thumb, index finger, feet, you name it, to try to get to the bottom of the whole male organ. But they find out it doesn't apply in all cases, but to the sample size they've chosen in their study. It's like trying to figure out wingspan and such. Some people have irregular proportions like they do with broader/narrowser shoulders and longer/shorter wingspan and longer/shorter legs.
