Sounds to me like somebody acting alone who has a few screws loose/missing rather than a gang situation but I could be wrong. I read that the police had been building a case on this person, they cited dumpster fires and other arson cases near by. Hopefully they weren't like "okay he finally burnt someone, NOW we can take him in".
