Again, there is no financial reason for the Blazers to leave Portland. The Moda is been well maintained and improved since it was first built. Portland is a captive market, the only competition for the sports dollar are the Timbers. It is a completely different situation than Seattle and the Sonics. Sonics had a garbage arena with no one wanting to build a new one. Plus Seattle had and still has huge competition for the sports dollar with the NFL and MLB. The league and owners would not approve such a move. The biggest reason is the league is looking to expand. The owners get no money from teams that move. The owners do get money from expansion fees. The Blazers under McGowan became profitable. Everything points that they will continue to be profitable. The league is looking to expand into new markets including Seattle, Vegas, and Vancouver, not reshuffle the deck and move a team into those areas.
Counter point; Vulcan could get the city of Seattle to pay to build much of a new arena, whereas back when the Sonics left the MLB and NFL had just got new publicly financed arenas. Vulcan has goodwill and leverage with the city and residents from having the Seahawks in Seattle. A state of the art Barclays style arena in a much bigger city would get far more luxury box revenue than what the Moda is getting. Blazers could continue to get revenue from the Moda arena for concerns. Plus more TV revenue for all of the NW. Hell they probably rename the team the NORTHWEST TRAILBLAZERS! And play 5 games a year in Portland to say it still is the "Portland Blazers" too just splitting time in the NW. Some Portland casual fans might hardly notice or care about the change. Just because the team went from unprofitable to profitable, doesn't mean they can't be much more profitable after a later move.
The league and owners won't approve it. They would just tell the Vulcans to sell the Blazers and then put in a bid for a new franchise. So you would pay money to the Blazers because you're concerned they might move?!? Wouldn't it be cheaper to buy a ticket to a Blazer game?
Moving to Seattle is unlikely due to the rivalry, no arena existing to play in, etc. Vegas is very likely. T-mobile arena, and ResortsWorld is looking to build an arena on their property too. Sports is getting very popular there, the city is expanding very rapidly and growing more and more. The sports teams get good support there. You'd have to get a buyer who would want to keep the Blazers in Oregon, and honestly, they would be way more profitable/valuable in a place like Las Vegas.
Why would Portland continue letting the Blazers make money off of concerts here in the MODA, if they move to Seattle?!

What the fuck? I've never understand Portland fans rooting for Seattle teams. Fuck Seattle a million times. That city sucks and the people there suck. Under no circumstances would I root for the Blazers if they moved to Seattle. I would hate them more than any team in the league. I'd buy a Lebron Lakers jersey and wear it when they would play the Seattle Blazers. I know many people in Seattle that feel the same about the Blazers. They want nothing to do with them in fandom.
