Hadn't Musk already said this? He's opposed to permanent bans. Rather, supporting removal of the illegal post or making it less visible, as well as temporary suspensions. He believes it gives the banned person a more focused voice to the intended audience. Here is a quote, but I would recommend watching the whole answer. Takes about 3 minutes.
It’s not. Trump having a social media account isn’t that big of a deal either. Not everything you find personally distasteful is a grave threat to humankind. You don’t reserve the right to have everything you don’t agree with personally removed from your consciousness, but it is your right to remove yourself from that situation if you choose. Functioning adults have had to make these choices since the beginning of time without the help of babysitters moderating everything that enters their stream of awareness. You’ll manage.
That’s shortsighted. If you (still) don’t see the damage that has been done because that twat has been given a voice to the millions of gullible, ignorant, stupid followers and how it’s impacted the country, then sure, throw his fat ass back on the biggest social media platform possible. There are tons of people I don’t agree with. I don’t want them banned from Twitter. Because they don’t have the impact that he does. Joe Schmoe from Topeka might be a douche but who cares. He thinks I’m a douche. Neither of us influences the nation. So, if you don’t think Trump back on Twitter is a big deal, you’re not seeing the big picture.
I think it depends on how it's handled... If it's handled poorly I think it will be bad for twitter and something else will take Twitter's place. Trump has already said he's not going back to twitter. We'll see how that plays out...
