For inbounds situations, a defensive foul at any point during the game that occurs before the ball is released by the inbounder (including a “legitimate” or “natural” basketball action such as a defender fighting through a screen) will be administered in the same fashion as an away-from-the-play foul committed during the last two minutes of any period (i.e., one free throw and possession of the ball). The flagrant foul rules will be used to protect against any dangerous or excessively hard deliberate fouls. In particular, it will presumptively be considered a flagrant foul if a player jumps on an opponent’s back to commit a deliberate foul. Previously, these type of fouls were subject to being called flagrant but were not automatic.

Also, make it mandatory that anyone who shoots less than 60% from the FT line has to attend a required 2 week FT shooting camp during the off season. I mean for fuck's sake, is it really that unreasonable to expect someone who makes $20 million a year to be able to make more than half their unguarded shots from 15 feet from the basket. Yes, it's boring as fuck to watch DeAndre Jordan miss FTs. In addition to offering him further protection from his own weakness, why not try to get him the help he needs to improve his game and become less of a liability to his team and less painful to watch for the fans? I actually like the changes, but it still leaves the door open to intentionally foul poor FT shooters are certain times of the game. It's a band-aid. Improved FT shooting is the cure. BNM
Maybe the NBA should think this through differently. If you shoot below 60% from FT, and are intentionally fouled, then miss the 1st FT, the other team gets the ball.

Its actually perfect. Would force guys like Drummond and Jordan to make FT's or have their coach sit them. No value, no money. Better FT shooting = less hacks
Exactly, that's what they are trying to get away from. You're talking about taking away an extra free throw opportunity from these guys.
The second rule change I like, because there is often a lot of grabbing and holding on in-bound plays. However, I don't think there should be any hack-a-player rules in general. If a guy can't hit a free throw, well then you're stuck paying the price for having him on the court. It adds some strategy to the game that a coach can take advantage of. It never bothers me to see it, it's enjoyable watching guys like Deandre Jordan shitting themselves when they step up to the line for some big free throws.
Reducing the incentive for teams to intentionally foul while allowing teams to have their best players on the floor is what improves the game.
