They could, but they obviously don't want to. They need to have players in place that will be able to effectively surround LeBron. I love that the players they are talking about extending past 2010 are defensive team players with solid o like Noc and Dooling.

The buyout for 2011-12 is like $5mm. He's not exactly an expiring. Plus the Nets won't need to send that much salary. If they are about $12-15mm under the cap (which they need to be in order to be a credible threat to steal him) they only need to send about $5mm in a S&T. Which I think will be more palatable to Cleveland.
Nocioni would be a good pick up. He's defense and experience on court would help the youngsters improve.

This way, they can take on a bit more salary and build a better team to try and entice free agents, especially LeBron.
