There is no such ethical issue in the current hypothetical. In this case Obama is circumventing the rule for his own ego. It is an executive order, so he could rescind it. The military guy says it makes us way safer. Barfo argues for violating the rule for no good reason. In fact the guy was appointed during Obama's administration.
