If Cuban tampered he should not be allowed to sign said player. If he didn't he should not have been fined.

I always thought the moratorium was stupid. I'm an accountant so I get the idea of being precise but there's other better ways to do this. The NBA has estimates of what the salary cap should be just use the best estimate and set it June 30th. When the following year ends calculate the difference in actual revenue from projected and pay the players the difference. The way they do it now is difficult for teams because they don't know exactly what the cap is and don't know exactly how much space they have. An event like this could get the NBA to finally make this change.
