Not really. Criminal activity will rise, since people will be less inclined to report suspicious behavior. When shit goes down, people die, get raped, things stolen, assaulted, etc.

In any situation that race doesn't play into it, the law won't change anything. It's only when the person can't provide a reason to find someone suspicious except their race. Like calling the police on black people doing a barbecue in a barbecuing area in a park. So it sounds like we agree that this is a good step, since your main concern isn't relevant.
Newsflash: Black people simply existing, isn't suspicious. The last Neighborhood watch "captain" killed one of us while unarmed for no reason, got off Scot free AFTER he called police. He never even needed to fucking call them. But since he was "suspicious" now he's dead. Fuck ANYONE who wants to act like this ain't bullshit.
People are still encouraged to report suspicious behavior. They're just not allowed to use "being black" as suspicious behavior. No one will die from that change--it'll save police time not having to check in on spurious 911 calls, giving them more time to address actual threats. Seems like a win-win.
But "being black" may now actually discourage someone to report the behavior they would normally interpret as suspicious since it may be used against them. Say there is a black prowler who is canvassing a neighborhood. One will be less likely to report the behavior since they can be sued if the person claims he was being targeted for being black (whether that's true or not)
It can't be used against them if they actually have a reason beyond "being black" to give. If they don't--it should be used against them and they should feel bad for picking up the phone. They have bad, prejudicial instincts that are tying up police resources and, in your parlance, causing people to die.
Sure it can. If the person they are reporting is black, they will just say "they targeted me since I'm black" whether its true or not. Its carte blanche for blacks to loiter, canvas and act suspicious with the protection to be able to sue anyone who calls them out.
Then the person calling better have a reason for deeming them suspicious, other than skin color. If they don't, again, what's the problem? We don't want people to die because the police are chasing frivolous 911 calls, right?
