Well if it's from 1997-2007 I'll take Tim Duncan as the best player. If it's from 2000-today then...that's pretty tough. You still have Duncan, Shaq, Kobe, Nash, Ben Wallace (haha maybe?), Kevin Garnett. Shaq has won 4 NBA titles in the 2000-today era. So maybe you go with Shaq...
I say both TD and Shaq. Both hands down not just one but BOTH are players of the decade. Tim Duncan since he entered the league, the Spurs has always been to the playoffs and has always been a championship contender. Shaq just pure out dominance. 4 championships. The team that beat his team in the playoffs always ended up winning the championship too.
I think by the end of this decade, we'll be saying Tim Duncan. Shaq's dominance has extended into the 2000's, but he's declining pretty rapidly. Duncan, on the other hand, still has a few years left in him and he'll still be dominant 2-3 years from now.
