People are trying to profit off of selling PS3's, and Ebay had set some type of requirements for people to sell their PS3's. I dont know the requirements, but all I know for sure is that a random person cant put a PS3 on Ebay to sell.
ebay are trying to cut down on profits on major events I think. Ebay are not allowing tickets to the Ashes Cricket series being sold on their site (however it maybe by request by Cricket Australia)
