I've seen some hot girl that are 14, just the other day when i was walking to the library, they had a group of cuties. It's odd how they go from having nice bodies at 14 to looking flat at 18

If girls look hot enough to be 18, they should be legal. Either that, or wear a shirt with their age.
It's all in proportion. They'll look worse when they grow a few inches. I'd say 1/15 freshman have good bodies. I love how I can say that, and not be a pedo.

Such a subjective term should be clarified. People have very loose/high standards, knowing the example to this question would make answering much easier.
