It is about making laws. Offering bills and amendments and voting on them is how law is made. You have no clue what would have happened if the amendment got 48 votes. Or if McCain would have voted for it if Democrats did. And so on. Or if it might have been the starting point for finding compromise. The problem likely is that it wouldn't get 48 votes. Maybe not even 20. Because it's both a horrible idea and unpopular with the voters.
