Reasonable Term limits would take away the incentive to dig in for life as an elected public official. If people went into this calling knowing it was a mandatory limited term the motivation of doing whatever necessary to get re-elected could change. Couple this change with stricter rules with regards to lobbyists and you should get a positive result.
Well, this is mostly true - and the only reasonable solution imho is term limits. but you have to careful about that as well (you do not want it to be too short - as the quick turnaround will be inefficient as it probably takes a couple of years just to learn the job and do it efficiently) - but you can not have people sitting there for decades.
In theory, the voters would decide who is doing a good job and who is doing a bad job. Of course, voters require a free press to give them the information they need to make an informed decision. Therefor, I'd concentrate on getting us back to having a free press even when it displays news that's not so complimentary of the President.
