I'm currently in the process of taking advantage of this at the moment. There's an update to download (at least for me), and then I'll certainly be getting Infamous, and probably Dead Nation.
So just a little FYI for you people...it's been a pain in my ass to get this started. I got a ton of errors when trying to access the PS3 store, and then when I finally got to the store to download my freebies, I got an error when trying to download them, prompting me to think that I lost them because they were removed from the 'Welcome Back' page as an available download. However, that's not the case, you just have to do a little digging to get what you need. If that happens to you, here's what you have to do:
1. On your PlayStation 3 or PlayStation Portable navigate to the PlayStation Network icon on the XMB
2. Log into your PlayStation Network account and choose Account Management > Transaction Management > Services List
3. Choose “PlayStation Network Promotions” from the list of services displayed
4. Select either “PS3 Free Games” or “PSP Free Games” and then choose “Select Content”
This should work if it errors out on you...or at least something to this extent.
So, what free games can I get?
Now that I have an Xbox too I realized how fucking annoying it is to navigate through the PS3.

Where do I go to get a list of the free games I can get?
There should be a link to the program on the store's landing page when you open it. When you go there, you need to click on something that says like, Welcome Back: PS3 Game 1...or something like that. After you go there, you can download the first game you want. You'll have to do that for each of the two games that you want, too.
The free PS3 games that are available are: Infamous, LittleBigPlanet, Dead Nation, Super Stardust HD, and Wipeout HD. You get a choice of two of them. There's also free PSP games, but I don't know what they are, nor do I care since I don't own a PSP.
That error that keeps popping up is probably just because the amount of people logging in to use the store at the same time. Just be patient and it should eventually work. Also, when you're on the page where the Welcome Back program is, you can also get a free month of PS+, which I'm taking advantage of as well.

Wow, how generous of them. 5 options and only one really good game. I would download Infamous if I didn't really have it and beaten it

I actually thought it was pretty good, but I also haven't played Infamous.
