There's absolutely nothing to indicate he recruited. A phone call seems half hearted in any case. They didn't try to recruit Melo over the phone, did they?

 

To the question, "Does Rose aggressively recruit?" I'd answer that all evidence points to no. It also points to that he doesn't recruit at the bidding of the management of the team.
