They probably will, knowing that Scolari will try and go after Portugese and Brazilian players very hard, and he knows most of them, since he coached both Brazil and Portugal. Thats why I thought he was a great choice for the coach position at Chelsea.
They could make them British citizens. Thats what Real and Barca have been doing, making some players Spanish citizens.
Correct, there's a minimum, I forgot the number but you're right, they need to stay at that certain country for a few years before being able to get the citizenship. Like for example Kaka got Italian citizenship last year.
