Yeah, the Executive branch, which happens to be the one with the power to indict someone for violating federal law. The only thing Congress can do about it would be to try to impeach the president, which isn't going to happen this late in Obama's presidency. All bets are off if Hillary is elected and the Republicans retain control of both houses.

You can take sentences, splice them together out of context, and make anyone say anything. I could put together something pretty damning by clipping words out of your posts and stringing them together. The things "may have happened" but that does not mean anyone in the Clinton campaign did them.
