Clinton was elected both times with < 50% of the vote. The only other president I can think of with those kinds of popular vote numbers was Woodrow Wilson.

Lincoln, Nixon in '68. JQ Adams only got 31%. All told, there are 18 presidents elected with <50% of the vote. It's not so rare. Although I guess it is more rare if you meant getting elected twice with <50%. Cleveland, Wilson, Clinton appear to be the only ones to do that. barfo
