is troubling to say the least. curiously, in picture of miami beach there seems to be a cruise ship in the background not far off shore. perhaps anchored up cause no berthing? i do remember offshore gambling junkets before the large reservation bingo parlors and casinos. not sure if they have been included in the current phase of reopening yet. offshore ventures outside of the states 3 mile jurisdiction would be exempt.
