There's a thing called the "circumvention" clause. If the NBA thinks that your transaction is trying to circumvent the CBA, they nix it.
That was documented, wasn't it? My example specifically and explicitly said we're not allowed to do this under the CBA (wink wink), which makes it extremely difficult if not impossible to police. Saying one thing while meaning another is an easy way to circumvent such rules.

I don't think thats how GM's do deals. Your basically describing price fixing from an employer. Beyond the NBA's own rules there could be major labor law violations. Why would Delly happily go along with this? If we were in discussions to pay him $4 million per year then he jumps at signing an offer paying him a third of that price? That doesn't make any sense.
maybe he and his agent think that spending another year with LeBron in his (late) prime and maybe getting a ring with a defined role on a very visible team will get him paid like Jeremy Lin, instead of taking a couple million more this year and going to a place where you're never on TV, you don't get 20 playoff games to show your stuff to America, and might be subject to the rotational whims of Terry Stotts and Doc Rivers.

That's easy: trust. Not easily earned, but easily lost. You've got a small circle of people you're working with as a NBA GM. You don't really want to eliminate 3% of your future trade partners over something like that, even if they can't come out and say why. Everyone does business like that. You're fooling yourself if you think otherwise.
