The UFC has about 600 fighters under exclusive contract. If true, 200 fighters will be gone. There have been rumours since the sale that the new owners would like to do less events which would mean less fighters under contract are needed. With the recent release of guys like Horiguchi and Cirkunov it seems that they don't necessarily care about quality.

400 fighters amounts to about 37 fighters per weight class. Obviously there aren't 37 fighters in any of the women's divisions, especially the 3-fighter deep roster at FW. That means the more average classes, men's featherweight-lightweight-welterweight, will still probably have over 50.

Létourneau says she's heard the new owners couldn't care less about the fighters and that the morale among UFC athletes is incredibly low.
