Ignoring speeders wouldn't work either, EVERYONE would speed then because they get somewhere faster. Ignoring the floppers wouldn't provide them a benefit, but they will continue to do so in the off chance they can fool the ref. Lets remember, a ref calls a flop a foul because he was fooled. Not because he thinks the flop was actually a foul... or he is fooled into thinking so. So how do you ignore what you don't really know, or are fooled into thinking something else?
