Well, IIRC, he instated some early travel bans that others thought was foolish (and still might). But, again, yes, yank, he could have taken stronger action upstream.

We know there is a limited supply of tests. It would seem that positive results would be one way to set the need for a higher testing level. Maybe it would be better to go by hospitalizations or per capita as a gauge...I don't know but it really doesn't look like Oregon is behind other states in testing, and if tests are limited, maybe it's better to send them to places that are much more advanced along the curve than we are here. For as much grief as Kate Brown and the state government got for their responses and reactions, Oregon is doing fairly well so far, especially considering we are stuck between Washington and California. There’s no political capital to be gained in Oregon. The state is deep blue and Kate Brown would truly have to shit the bed before that would ever change......politically she really doesn’t have a hell of a lot to gain....or lose.....by the low rate of testing. But of course President Rent Boy could be making us pay for for her “sins” also........ True fact....this is the first time I have EVER addressed the guy currently squatting in the White House as “President”......

Agreed. But the point still remains - the US would not have been any better prepared regardless of who is President. There are bureaucratic inefficiencies that just can't be ignored.
