The system you present is constantly abused because a lot of people take advantage and people who shouldn't qualify are first in line for a free meal. Let's call these people moochers, these moochers use up the government resources intended for those who really are less fortunate. This puts an unfair financial burden on the taxpayers and eventually they vote to end the government program offering these handouts.
