mmm nope. None were in the UFC long enough or dominant enough when they were there.

Re: Who will be in the UFC Hall of Fame?

Guys that I think will definitely make it:
    Chuck - yes
    Hughes - yes
    Anderson - yes
    GSP - yes
Penn - yes (assuming he doesn't try to leave to fight in another org with the belt again)

Then we take a look at the guys who are in the HOF,
Mark Coleman has 6 W 4 Losses in the UFC. However he is considered the UFC's first HW champ. UFC 10 was first event Mark was at.
Ken Shamrock is 6 - 6 in the UFC with 2 draws. However Ken did fight as early as UFC 2.

First off, I'm not a fan of Tito. However I would definitely say he deserves to be in the HOF if Coleman and Ken are in.

    Tito :
is 15-5 in the UFC, he has only fought outside the UFC once.
His 5 losses are all to respected opponents in the MMA world, Mezger, Frank Shamrock, Randy, Chuck *2, and Machida.
He has beaten Mezger, Wandy, Ken Shamrock 3 times, Evan Tanner, Belfort, and Forrest.

Because of the entire piss off your boss situation, I'm not sure if he will be in the UFC Hall of Fame. Does it deserve it based on what he accomplished in the octagon? I would say yes. Especially if Coleman is considered, who started only 3 events prior to Tito and has had a shorter and less glamourous career than Tito. If Coleman is a pioneer, then Tito has to be considered one too. If Tito is accepted into the UFC HoF I'm guessing it will be well after he retires as a fighter.

Franklin - I'm guessing he will be. He has what 4 losses? 2 to Anderson, 1 to Machida, and close decision with Hendo. He's beaten
He's beaten Tanner*2, Loiseau, Ken Shamrock, Okami, Lutter, and Hammill.

Evan Tanner - I'm guessing he won't be, his biggest victories are over Lawlor, Baroni *2, and David Terell. His losses were mainly to big names Franklin *2, Tito, Okami, Franklin *2, Loiseau, Grove, and Dijk. His losses were more towards the end of his career.
He was definitely an interesting guy, it's pretty cool that the guy learned BJJ from Gracie VHS tapes, and became the MW champ.

Big John, if refs were considered, then BJM would be a shoe in.

    Tank - I don't think so.

Belfort - 8-4 in the UFC, tough call, he is still only 31, if he could make a comeback in the UFC it would help his chances.
Ricco Rodriguez - 5-2 in UFC 1-1 in WEC - Beat AA, Couture, Monson - lost to Big Tim and Rizzo - I'll say no.
Pedro Rizzo - 9-5 in UFC, Beat Coleman, Severn, Barnett, Arlovski, and Ricco, lost to Couture *2, Randleman, McGee, and Matyushenko. - I'd say maybe.
Kevin Randleman - 4-3 in the UFC, I'm guessing no.

Chuck will be inducted the same month as UFC 100. Fitting.

Ok, well, these two are the most likely candidates. Not necessarily the people that will be inducted.

Also, I am thinking now that the whole TapouT crew should be inducted together. Inducting Mask now would just mean inducting the other two clowns separately at a later time. Mask didn't deserve it more than them, they are partners.

Evan Tanner over TapOut IMO. Does that mean they're going to have a 'contributors to UFC/MMA' section?

does Helio Gracie warrant a nod too then?

You'd think with the amount of attention they paid to his death that he wasn't very important, so I doubt it.

I doubt it too, but IMO he's ment more to the sport than Tapout. Although Tapout has ment more the UFC's pocket books. I will say Tapout has been outstanding in support fighters regardless of their skill level too.
