I recall that in past preseasons, there has been games with no TV broadcast, but a low quality stream was nonetheless available. So it's definitely a possibility.

All games are taped for coaches and players to learn from later. Around 3 years ago or so, I watched the Wells Fargo free preseason game on one of the free sites like First Row Sports. I think I was using atdhe.net or something. It wasn't on TV.
