    Not only is that illegal, but it was specifically modified for this reason in the 2011 CBA.

    No they didn't. It is 80% of the cap you have to spend I believe. But, the penalty is really no penalty at all. If they don't hit it then Paul just has to write a check to the current players.

    So when get 2 free second round picks for this basically. Get to waive Haywood immediately and then buyout Miller so other then this costing PA a couple of million we are getting something for nothing.

    Not really anything considering they are still way under the NBA minimum and either have to spend it on new players or divvy it up to existing players. It's money that HAD to be spent

    This reminds me of the idea people have where they trade their car for a slightly better one. If they keep trading for a car just a bit better they could end up with a Ferrari or something.
