The Blazers have $62,968,612 in total salary. The CAP is at $70.0M. That gives the Blazers $7,031,388 of CAP space. To get that cap space, they would have to: - Renounce the rights to Dorell Wright $4,075,500 (Signed with the Chongqing Soaring Dragons of the Chinese Basketball Association. Blazers retain rights / CAP Hold.) A team can have up to 20 players on it's roster during the off-season, but must reduce that to 15 by the start of the regular season. The minimum NBA team salary is $63 million for the 2015-16 season. Teams with a team salary below the minimum are surcharged for their shortfall, with the money distributed among the players on that team. Since the Blazers dropped below the cap and use cap space to sign free agents, they lost their MLE ($5,464,000), but gain the Room MLE ($2,814,000).
