Chicago and Dallas are both under the floor while Phoenix and Indiana still have significant cap space available.

Could offer them a 2019 1st if they think they're going to continue to improve, and are sure they'll be a playoff team next year. Or, if they're sure that Evans will elevate them, they could take the risk on a 2018 1st. Sixers are in the 16-pick spot now, but are only like 3 games in the loss-column away from being one of the top-6 teams in the league. They could give them a couple of solid second rounders though which might be better value. Might even throw Justin Anderson into the mix.

OKC, MIA and HOU have already traded their 2018 first round picks.
If the draft was today, POR would have the 21st pick. That's too high for a 30 game rental of Evans. He'd be a great fit, but with little chance of resigning him, it's not worth giving up the 21st pick.
